Further Fiosrú Witness appeal: Incident in the Dublin Metropolitan Region on Friday 15 August 2025

Fiosrú, the Office of the Police Ombudsman, is independently investigating the death of a 51-year-old man, Mr Paul Butler, who died following an incident on O’Connell Street in Dublin on 15th August 2025.

Fiosrú investigators are tracing the movements of Mr Butler prior to the incident.

Fiosrú would like to speak to anyone who interacted with or witnessed Mr Butler outside Fibber Magees pub on Parnell Street, Dublin, between 1.30a.m. and 3.30a.m. on 15th August 2025.

Fiosrú thanks members of the public who have already provided information on the incident.

Fiosrú is now asking anyone with information regarding the movements of Mr Butler to contact its Witness Appeal line on 0818 600 800 or info@fiosru.ie

Fiosrú is continuing its independent investigation into the incident under section 208(1)(b) of the Policing, Security and Community Safety Act 2024.

This follows a statutory referral of the incident to Fiosrú from An Garda Síochána under section 203(1) of the Act.

The referral of this incident was made by An Garda Síochána, following an incident in the Dublin Metropolitan Region at approximately 4.15a.m. on Friday 15th August 2025.

One of Fiosrú’s on call team of investigators attended the scene.

Fiosrú’s investigation team and our Family Liaison Officer continue to liaise directly with Mr Butler’s family.

Section 203(1) of the Policing, Security and Community Safety Act 2024 states that:

“The Garda Commissioner shall, subject to subsection (2), without delay, refer to the Police Ombudsman any matter that appears to the Garda Commissioner to indicate that the act or omission of a member of garda personnel may have resulted in the death of, or serious harm to, a person.”
