Sheila McClelland

Chief Executive Officer

Sheila McClelland was appointed as CEO in advance of the commencement of the Policing, Security and Community Safety Act, 2024. The role of CEO in Fiosrú is to manage the staff, administration and business of the Office of Police Ombudsman. The CEO is also the accounting officer for Fiosrú. Sheila has an extensive background in regulation and health policy. Prior to joining Fiosrú, Sheila was the CEO of the Health and Social Care Professional’s Council, CORU. Previously, she was appointed interim CEO of the Nursing and Midwifery Board of Ireland (NMBI) in June 2019 before being confirmed as permanent CEO in January 2022. Prior to this, Sheila was the CEO of Carrickfergus Borough Council in Co Antrim and the Director of the Council of Curriculum, Examination and Assessment. Sheila has recently been appointed a member of the Maynooth University Governing Authority (National University of Ireland).

Pauline Byrne

Deputy Director of Complaints and Investigations

Pauline Byrne was appointed Fiosrú's acting deputy director of complaints and investigations in September 2025. Prior to her appointment, Pauline was the Data Protection Officer for the Garda Síochána Ombudsman Commission (GSOC) since 2021. She joined GSOC in 2008 as an accredited investigator and has 18 years’ experience in law enforcement and regulatory compliance. Pauline previously worked in the Northern Ireland Civil Service and held a number of roles within the Department of Environment for 15 years. She holds an Advanced Diploma in Data Protection Law (Kings Inn) and a Professional Diploma in Human Rights and Equality (National University of Ireland). 

Pauline Byrne

Garrett Croke

Deputy Director of Operations

Garrett Croke was appointed Deputy Director of Operations (DDO) in the Garda Síochána Ombudsman Commission (GSOC), now Fiosrú in 2017. He is currently responsible for overseeing Fiosrú's Investigations Directorate and the Protected Disclosures unit. Garrett holds a BSc in Quantity Surveying from Trinity College Dublin and a Diploma in Safety Health and Welfare at Work Act from University College Dublin. He joined GSOC in 2007 as a Senior Investigating Officer (SIO) and, prior to this, worked as an Inspector with the Health and Safety Authority for 10 years. Garrett worked as an SIO worked in a number of roles in GSOC, including Head of the Intel Unit having received accreditation from the Scottish Police College. Garret is the vice-chair of the Network of European Integrity and Whistleblowing Authorities (NEIWA).

Richard Gomm

Deputy Director of Casework and Investigations

Richard Gomm is the Deputy Director of Casework and Investigations leading Fiosrú's first line response to complaints made by the public. He graduated from the Metropolitan Police College, London and spent time as both a uniformed police officer and specialist roles before moving to Ireland in 2006. He subsequently joined Fiosrú's predecessor the Garda Síochána Ombudsman Commission (GSOC) in 2008. Richard was one of the early participants of University College Dublin’s MSc in Forensic Computing and Cyber Crime Investigation for Law Enforcement personnel only. Since that time, he has published in multiple disciplines including CCTV data retrieval and CSAM recovery. In 2021, Richard was awarded the worldwide Magnet Forensics Scholarship for best newcomer in Digital Forensics and continues to support Fiosrú’s digital forensic response.

David Grant

Deputy Director of Complaints and Investigations

David Grant joined the former Garda Síochána Ombudsman Commission (GSOC) in 2018 and was appointed Deputy Director of Complaints and Investigations in 2023. He currently has responsibility for a number of investigation teams and the Fiosrú Confidential Unit. A former police officer, David served as a detective with several UK police services and completed a three-year secondment with the UK’s National Criminal Intelligence Service (now part of the National Crime Agency). He brings extensive experience in leading criminal and fraud investigations, anti-corruption inquiries, and intelligence operations. He holds a Master’s in Law (Human Rights in Criminal Justice) from the University of Limerick.

Jon Leeman

Interim Director of Complaints and Investigations

Jon Leeman was appointed as the Interim Director of Complaints and Investigations for Fiosrú in September 2025. Prior to that, Jon was the Deputy Director of Operations for the Garda Siochána Ombudsman Commission (GSOC) since 2021. Jon joined the Garda Síochána Ombudsman Commission as a Senior Investigation Officer (SIO) in 2008. He was an investigator for the Office of the Police Ombudsman for Northern Ireland, joining at its inception in 2000 and rising to the rank of Deputy Senior Investigation Officer before leaving to join GSOC. Jon was the GSOC Operational Lead on preparation for the establishment for Fiosrú. He is also the office’s Child Protection Officer and sits on the Justice sector’s Victim Liaison Network. Jon holds a BA in History from Tufts University in Massachusetts, USA, and a BSc in Police Leadership and Governance from the Smurfit Business School/UCD.

Nuala Haughey

Head of Strategy, Outreach and Engagement

Nuala Haughey is Head of Strategy, Outreach and Engagement with Fiosrú. Nuala has extensive experience in both the public sector and the third sector as a research manager, policy analyst, communications director and advocate in the areas of regulation, democratic accountability, good governance and active citizenship. Before joining Fiosrú, Nuala worked for six years as the Head of Research, Communications and Innovation with the independent statutory agency, the Legal Services Regulatory Authority. She is a former award-winning correspondent with The Irish Times and also has extensive expertise as a communications consultant for the European Commission and electoral authorities overseas. Nuala has a law degree (LLB) from the Queen’s University Belfast and a Master's in Journalism from Dublin City University.

Nuala Haughey

Peter Hogan

Deputy Director of Administration

Peter Hogan is the Deputy Director of Administration in Fiosrú with responsibility for finance, human resources, ICT and other functions which support our complaints and investigations teams. Peter joined the former Garda Síochána Ombudsman Commission in May 2024. Peter has worked in the Irish civil service for over 20 years, across a range of Departments and functions. Prior to joining Fiosrú, he worked as Principal Officer in the Cyber Security and Internet Policy Division in the Department of the Environment, Climate and Communications. Peter also served in Ireland’s diplomatic service for 12 years, including postings at the Irish Embassies in Pretoria, South Africa, and Tallinn, Estonia. He holds a Bachelor’s in Common Law (BCL Hons) degree from University College Cork.
